Moses is expected to leave Stamford Bridge this month having barely featured under Coach Maurizio Sarri.
Crystal Palace were believed to be favourites over buying him outright for a deal worth around £12m, while Fulham have also been linked.
The 28-year-old has dropped completely out of favour at Chelsea under Maurizio Sarri this season after establishing himself as a first-team regular during Antonio Conte’s two-year stint at the club.
However, Palace have made signing a striker their priority at the moment and Cardiff are hoping to capitalise by loaning him for the rest of the season.
Manager Neil Warnock knows Moses well having been in charge of Crystal Palace when the Nigeria international played for the club between 2007 and 2010.
He is still in the market for a wing-back after losing out to Bournemouth last week over a deal to acquire Liverpool’s Nathaniel Clyne on loan.
Moses, who was part of the Chelsea side that won the title in 2017, has made just six appearances for the Blues this term – the last of which was over two months ago.
